In the matter of the Application for Pension of Joseph Elder Co C 21st Ohio Vol Inf. and Co B. 4th US Cav No. 374349 under General Law
On this 27th day of July A.D. 1898, personally appeared before me, a Notary Public, in and for the aforesaid County, duly authorized to administer oaths,
JONAS PARMENTER,
aged 66 years, a resident of Bowling Green, in the County of WOOD, and State of OHIO, whose Post Office address is BOWLING GREEN, WOOD CO, OHIO...well known to me to be respectable and entitled to credit, and who, being duly sworn, declare in relation to the aforesaid case as follows:
"That I have been well and personally acquainted with JOSEPH ELDER for 56 years and that we were boys and Schoolmates together and young when we worked together a great deal before he enlisted in the 21st Vols in the fall of 1861 and we were very intimate and from my acqaintance with him, association, and working with him, I know of my own personal knowlege that at, and prior to his said enlistment he was a sound, able bodied man, and a man of good character, sober, peaceable and industrious.  That I saw him immediately on his return from the army, about the first of 1866, at which time he was sufffering from disease of eyes and rheumatism, his eyesight was very defective, and he was badly off from rheumatism.  He was not fit for manual labor.  I have known him well since 1866, and know that he has continuously suffered from disease of eyes and rheumatism, and a general breaking down of his whole system, that since 1866 he has been a sober, peaceable man of good habits, and that any disability from which he may be suffering is not due to vicious habits, and for the last 15 to 20 years he has been unfit for manual labor by reason of his said disabilities continuously."
...And I further declare that I have no interest in said case and I am not concerned in its
prosecution.  Signed by: Jonas E. Parmenter
