He was involved with his brother, John, in helping John Perly escape from prison. His father- in-law was Assistant, and later Deputy Governor, of the Colony of Massachusetts. Topsfield, where he lived, was having boundary disputes with neighboring towns. Thomas Baker had been a selectman several times before 1700. He was named Lieutenant when the General Court raised a troop of forty-eight horsemen in 1683 and by 1713 he was called Captain. He held many offices of prominence, including those of Deputy to the General Court and Town Constable. Capt. Thomas Baker is buried at Topsfield, Mass., and the inscription on his stone reads: 'Here lyes buried ye body of Capt. Thomas Baker who died Marchye 18th 1717-18 Aged 81years & 6 months & 5 days' After his death, Priscilla Baker, his widow, went to Ipswich, where she lived until she was eighty-five years old.
