Grand Jury Presentment Books
From the early eighteenth century the County Grand Jury was the most important body of local government. It had both judicial and administrative responsibilities and was appointed yearly by the High Sheriff from the leading property owners in the county. In relation to its judicial function, it members were to preside at the assizes and examine bills of indictment relating to criminal matters. The Grand Jury�s administrative functions were carried out at presentment sessions, which had the power to raise money through the collection of the rates, known as the county cess. This was used for the repair of roads, bridges and the upkeep of local institutions such as hospitals and goals. The records of the Grand Jury are usually arranged barony by barony within each the county and from about 1775 onwards, we find a further division into half baronies, usually called upper and lower, e.g. the upper and lower half of the Barony of Belfast.
