WILLIAM HUSTON


Born around 1750 and died in 1822. Emigrated from Virginia around 1800 with your sons, William, Jr. and Joseph Huston.

Served in Hartley's Additional Continental Regiment around 1777. After your stay in Portsmouth and got your sons settled there, some say you went to Pequea Valley, PA. Where oh where has my William Huston gone? Who did you marry and where did you make your retirement home? Some anxious descendants are looking for you.


Some history of Portsmouth when it was incorporated as a town:

A listing of the 1st City Council:

On December 29, 1814, the state legislature passed an act to incorporate the Town of Portsmouth in Scioto County. This act, however, was not to take effect until March 1, 1815. Prior to this Portsmouth had no legal existence and was no more than a village.

The legislative act provided that the townsmen were to meet on the second Monday in March and elect nine councilmen, one of whom would be president and another to be recorder. These councilmen were given the power to appoint persons to such offices as they considered necessary to the efficiency of the town and the right to fine persons refusing to accept such offices. They were given the right to levy taxes, but the tax on real property was not to be more than one percent of its real value.

The council was given authority to make laws and ordinances, but were forbidden to make any law against livestock outside the town even if it was to come into the town limits. The legislature was very liberal and made it unlawful to imprison any person for more than 24 hours.

FIRST COUNCIL MEETING
The first meeting of the town council was held in the building where the court met on March 15, 1815. The nine councilmen, who were the first town fathers, were Thomas Waller, Nathan Glover, John Brown, David Gharky, William Kendall, Josiah Shackford, Samuel B. Burt,
William Huston, Jr. and Nathan K. Clough. Doctor Waller was elected president.
