RISCA

CROSS KEYS, PONTYMISTER and PONTYWAIN

RISCA is a parish and village in the valley between the lofty Twyn Barlwyn (Maen) and the Machen mountains, on the Monmouthshire canal, which runs through the parish, and on the Western Valleys section of the Great Western railway, which here forms a junction with the Sirhowy line. There are stations at Risca village and Cross Keys, both in the parish, which is 165� miles from London and 6� north-west-by-west from Newport, in the Southern division of the county, hundred of Wentloog, petty sessional division, union and county court district of Newport, and in the rural deanery of Newport, archdeaconry of Monmouth, and diocese of Llandaff.

The parish was governed by a Local Board from 1878 until the "Local Government Act, 1894 " (56 & 57 Vict: c.73) established the present Urban District Council of 18 members. The district, which is divided into Central, North and South Wards, was formed in 1878 out of Risca and parts of Upper and Lower Machen and Mynyddyslwyn, and by a Local Government Provisional Order No. 12, 157, confirmed by Act 44 & 45 Vict. cap. cii. Parts of Mynyddyslwyn were added in 1881.

The village is lighted with gas by a company reformed in May, 1891. A company was formed in 1891 to supply the parish with water.

The church of St. Mary, rebuilt in 1858 on the ancient foundation, is an edifice of stone, in the Florid Gothic style, consisting of chancel, nave, aisles and a tower at the south-east angle with spire, containing one bell: there are 400 sittings, 50 being free. In the churchyard is a cross. The register of baptisms dates from the year 1736, marriages, 1754 and burials, 1779. The living is a vicarage, net yearly value �227, with residence and 48 acres of glebe, in the gift of the vicar of Bassaleg, and held since 1876 by the Rev. Basil Williams M.A. of Wadham College, Oxford, and surrogate, who resides at Risca Vicarage, Rogerstone. A cemetery Of 4 acres was formed in 1889, and is under the control of the Urban District Council, with the exception of one-fourth part, which has been consecrated and contains a mortuary chapel and caretaker's residence.

The Public Hall, erected in 1884, is Italian in style, and includes the hall proper, which is 68ft. by 48ft. and seats 800 persons ; there are also offices for Urban Council and School Board, and a suite of rooms for Masonic purposes.

Here are collieries, a large tinplate manufactory, the works of the Monmouthshire Steel and Tinplate Co. Limited, the extensive iron and steel foundry of Messrs. Henry White and Co. a brewery, fire brick works and lime kilns.

Risca House is the residence of George William Wilkinson esq. J.P., and Wain Vawr of W. Dalziel esq. Lord Tredegar, who is lord of the manor, Col. Ivor John Caradoc Herbert, C.B., C.M.G., of Llanarth Court, Mr George Charles Giles, and the trustees of the late Lady Llanover (d. 1895), are the chief landowners.

The soil is gravel; subsoil, clay, coal and limestone. The chief crops are wheat, oats, barley and pasture. The area of the parish is 1,844 acres of land and 35 of water, rateable value, �37,579, and the population in 1891 was 5,647. The area of the Urban District is 4,178 acres, and the population in 1891 was 7,783.

CROSS KEYS is a mile north-west.
PONTYMISTER is half a mile south-east, and has a Catholic chapel with school, erected in 1868, and dedicated to St. Anthony of Padua and St. Clare; the chapel will seat 150 persons.
PONTYWAIN is 1� miles north.
