The following is taken from the Belcher Blue Newsletter
as submitted by Judy Smith:
William C. Belcher from Pope County, IL was a Private in
Company G, 14th Regimental Cavalry, Illinois Volunteers
in the Union Army. His name is on the Report of the
Adjutant General for the State of Illinois. He enlisted
or enrolled on 22 SEP 1862. His date of Muster was 7 JAN
1863. He was discharged 5 OCT 1863. Imagine my surprise
when I saw a second entry for William C. Belcher on the
next page. There he was listed as a DESERTER. This story
had never been told to me. So, I ordered his Military
File and his Pension File from the National Archives and
when they arrived began to read an intriguing account of
his widow, Sarah A. (Ford) Belcher's attempts to have his
desertion charge removed from his record so that she
could draw his War Pension to support her six small
children and herself. In the fall and Winter of 1862,
the 14th Cav. of Co. G mustered and organized in Peoria,
IL. In Feb. & Mar of 1863, the men received training in
discipline and tactics. During this training time, the
men were given furloughs home for 2 weeks. The Army
furnished transportation home for Belcher and 8 to 10
other men from Pope Co., Ill. Belcher was home only a
few days in mid-February when he became ill and had to
see his family physician. He was unable to return to his
company at the end of his furlough. His Physician
testified that "he had seen Belcher's furlough paper and
that he had sent Two, if not Three Statements of
Disability to Belcher's Commander". The Physician also
said "that Belcher frequently regretted being unable to
rejoin his company". Many things break down at this
point of Belcher's Army career. The fact that he had been
given furlough was not entered in the Company Books, yet
many people, including fellow soldiers and two Company
Officers, Capt. Perkins and Lieut. Sanders, gave sworn
testimony that they had seen the missing furlough paper.
There is no record in the Company Books of the receipt of
the Statements of Disability sent by his physician.
Belcher was arrested on 23 JUL 1863 by the Pro. Marshall
and was taken by boat from Golconda, IL to Cairo, IL and
after 24 hours there, got on a boat going to Nashville,
TN and then on to Glasgow, KY where his Company was
headquartered. He reported to the Commander of the
Convalescent soldiers and was assigned camp picket duty.
After a few days, he got very sick and was sent to the
Hospital in Louisville, KY where he remained a patient
until he was given a disability discharge on 6 OCT 1863
and sent home via Government Transportation. He never
recovered from the illness that struck him in February
1863. His Physician said that his disease was incurable.
According to sworn testimony given by his neighbors and
his physician, "he was a strong, healthy farmer prior to
the War , but after the war he was emaciated and never
able to perform manual labor again". He died from that
illness on 3 MAR 1874 and was buried in Boulden Cemetery,
Pope County, IL. When Congress passed the Act for Civil
War Pensions, Belcher's spouse, Sarah A. (Ford) Belcher
applied for benefits for herself and her 6 young
children. She was turned down because of his desertion
charge. The only way she would be able to provide for her
children was to have the charge removed. So, she set out
to have the record corrected. She originally filed for
the pension benefits in 1877 and on July, 1882 she
received a letter from the War Department telling her
that the charge of "Desertion" had been dropped from
William C. Belcher's records and a letter from her from
her Representative, on House of Representatives
stationery, telling her the pension had been approved.

The WV Militia rosters show a William in 190 WV
Militia Attached. I feel certain this is william floyd,
Jr. because his son Paris was in the same unit. He
enrolled in Wyoming county and served inn Thomas
Godfrey's Company and Captain William Walker's Company.
Not on Broadfoot, but two references in muster roll of
box 507, extraction 1, and records 2332 and 2333. I tend
to believe that the William in the 7th WV Cav may be the
William Floyd, JR. that was killed by rebels. He was
Killed by Confederate Raiders on 4 Sept. 1864 at Barker
Creek, now Bud, West Virginia. His son Paris was also
killed. Apparently Paris did not serve in the 7th WV, but
was killed in the same incident with his father. He does
not show on either the Broadfoot or Muster roll lists and
neither does Paris.

Promoted to Corporal 7/29/64 and later reduced to ranks
as Private on 9/12/65. George Belcher in same regiment,
but different battery. All three of these are listed in
HDS, Broadfoot and muster roll. For William, muster roll
of box 551, extraction 9, and record 60 (This would have
been the enlistment where he was discharged for
disability. For william H. of 86th, box 551, extraction
9, and record 59 with reference to NY HA. For William of
4th H Art., box 551, extraction 9, and record 58 with
reference to *6 NY Vols. NFR.
