Archives Association of British Columbia The AABC provides information on the many programs and services offered to archivists and archives in British Columbia.

BC Archives  indexes birth, marriage and death registrations {change the last letter to m for marriage, b for birth or d for death registrations.

As of August 2001, the following years are available:

BIRTHS : 1872-1900 (events over 100 years old)
MARRIAGES : 1872-1925 (events over 75 years old)
DEATHS: 1872-1980 (events over 20 years old)

To locate the obituary, the grave, or other newspaper information in the Victoria area I recommend the Victoria City Archives homepage search engines  There are three searches, for death notices between 1901 and 1939, marriage notices for the same period, and grave locations for the Ross Bay Cemetery for 1872 to 1980.

If you find someone you are interested in, you can go to the City Archives, in Centennial Square, and get photocopies of the original  newspaper clippings (not microfilm - beautiful collection) pasted to index cards or loose-leaf sheets, all filed by date.

If you do not find the people you want in this index you can access Victoria Times and Victoria Colonist newspapers on microfilm in the basement of the University of Victoria library.  You will need to purchase a photocopy card, but individual photocopies are very reasonably priced.
