After November 1, however, locations for veterinary hospitals were rapidly secured at Verdun, Longuyon, and Commercy, in the advance section, and construction was rushed to completion at Sougy and Lux, in the intermediate section. Three thousand animals were turned in to the veterinary hospital at Verdun within 24 hours after the personnel arrived there for station in December, though the accommodation of the veterinary hospital there was for less than 1,700 animals.

When the Third Army moved to the Rhine, locations were secured for veterinary hospitals at Coblenz and Treves, and personnel to man them was rapidly pushed forward. Stables of knock-down type for 10,000 animals were held in readiness at Verdun for shipment to the Third Army if required.

Near Verdun's northwestern outskirts was the principal veterinary evacuation station of the First Army identified in these records as Baleicourt.

More horses and mules in the US Army in 1918 did not mean more transportation in France for the Army but it meant more waste of animals, time of men and money. The needs of the army could never be met unless animals were returned to service by good medical care and recovery. We could not continue to have such a great loss and waste of animals due lack of care and poor management and keep the Army going.

Report of an Inspection of Veterinary Hospital No. 19, with attached Veterinary Hospital No. 20, located at Verdun, France.

I. Inspection of this unit was made Twenty-six November 1918. The personnel consisted of Veterinary Hospital Unit No. 19 and Veterinary Hospital No. 20, with attached medical personnel, being a total of 17 officers and 597 men, which personnel is reported by the commanding office as being adequate for properly caring for 3,000 animals. There is no record of a previous inspection by an officer of the Inspector General's Department on file.

II. The hospital is commanded by Captain W. F. Guard, V.C., while Veterinary Hospital Unit No. 20, is commanded by Captain Conrad Hoffman; and Veterinary Hospital Unit No. 19, by Captain Nathan Neat, both of the Veterinary Corps.

III. The present inspection consisted of a careful personal survey of all buildings; officers, animals, men and equipment in the entire station, and the following points were noted during the inspection:

1. The soil is clay and sand with a limestone base. The buildings consist of 28 stables; 3 riding halls; 4 forage sheds used as stables and 1 shed used for forage; 1 barrack; and 1 office building used for offices and officers quarters. All of these buildings are of permanent cement and tile construction. This hospital is located in Caserne Bevaux, which is an old French carerne of permanent construction. The capacity of the hospital consisted of stall room for 2,000 animals, at the time of inspection, but many of the roofs were leaking badly and some of them had portions entirely uncovered as the result of shellfire. This capacity would not admit of a temporary increase in emergency, unless the use of additional buildings could be procured from the French. There are 25 portable stables on hand ready for erection and it is contemplated to erect these stables for use of this hospital and should this be accomplished it will increase the capacity 1250 animals. The drainage consists of stone ditches and a sewer system and is excellent. The transportation facilities consist of the Est Railroad. Animals are lead a distance of about 3 miles between point of entraining and detraining and the station, at which point there is a loading platform which will admit of loading 40 cars simultaneously. There is a spur, which runs directly into the hospital, but this has not been used during the past four years. There are no corrals, paddocks, fences or pastures.

2. This hospital was established 19 November 1918. The proper supplies had not been received for the use of these units at time of inspection. There were no grooming kits on hand, and animals were not be exercised or groomed. There are two messes for enlisted men and the ration is reported to be sufficient in quantity and of good quality. The food is well prepared.

3. An effort is being made to establish the administration end of this hospital but a date of inspection there was a shortage of blank forms and orders, and other equipment necessary for rendering proper reports and properly keeping the records. There were no disinfecting ingredients on hand at time of inspection and no record that they would be supplied. It was necessary in the emergency to occupy the buildings without prior disinfection, as many animals were evacuated to this unit and they required immediate steps to be taken toward properly caring for them. There was no equipment on hand for fire defense. Guard duty is performed by the personnel of these units and appears to be satisfactory. Animals are being classified according to diseases as rapidly as possible, but this had not been completed at time of inspection. Water is piped from the city water works directly into the troughs. The supply is adequate and the troughs are suitable but in adequate in number. Inspections of animals are made twice a daily by veterinarians. Dead animals are buried and their hides are not salvaged. At date of inspection there were no knives on hand fo skinning the animals and no salt on hand for preservation of the hides, and the commanding officer reported that upon receipt of knives and salt the animals would be skinned and hides salvaged.

4. In a portion of the stables the mangers and feed boxes are adequate while in many of them there are no feed boxes or mangers and hay and grain were being fed the animals on the ground at time of inspection. There were no nose bags on hand.

5. The forage is of good quality. It is necessary to haul forage from the rail head at Verdun a distance of 3 miles and it would appear that trucks should be furnished for this work, as the distance is too great to admit of good service in hauling the large amount necessary in the escort wagons, using the convalescent animals for the purpose, but this will not be necessary should the railroad spur which runs directly into the hospital be placed in condition of use.

6. There is no dipping tank or sulphur chamber and at time of inspection there were no proper supplies on hand for use in connection with hand and spray treatment of skin diseases. There is no operating table on hand and very few veterinary instruments and medicines.

7. Grain and hay are fed at 6:45; hay at 11; and grain at 4:00 p.m. There were no bran or salt on hand, but upon receipt it was contemplated to feed the bran dry mixed with the oats and the salt with the short forages. An average forage ration of 15 pounds of long and 11 pounds of short forage is being fed, upon which there are no savings.

8. There was no excess of clothing or equipment on hand with these units at date of inspection, but there were many shortages. Requisitions have been submitted for all necessary articles but none had as yet been filled.

9. There are no individual descriptive cards, pedigree sheets, or sick records kept. There was no disinfectant on hand for use in disinfecting grooming kits. There were no clipping machine on hand, but 24 were on requisition, and the commanding officer stated that this number would be adequate to meet all the needs. There are no grinding or chopping machines on hand and no record that any will be furnished.

10. There has been one trial by court martial during the past month; and two men were absent without leave at date of inspection. There were no men who had venereal disease. At date of inspection there were thirty-six men present sick. These units were infected with mumps. Sanitary condition and condition of police at time of inspection was very bad, but there was no equipment on hand for use in policing.

11. Venereal inspections and inspections as to personal cleanliness and cleanliness of underwear of men are being held. There were no bathing facilities at date of inspection. Daily inspections are being made of barracks, kitchens, messes, etc. The personnel of these units had been working continuously with the large number of animals which were being evacuated to it, and as this required all their time the conditions as to police being bad at time of inspection were to an extent unavoidable. Animals have been evacuated to this hospital in greater numbers and more rapidly than they could be properly cared for.

12. Since established this hospital has received 2841 animals; has evacuated 342; there have died 19; and there were on hand at date of inspection 2480 animals. Animals were sick at time of inspection as follows: 1500 with mange and skin diseases; 400 with various foot ailments; and 200 with minor injuries. There were 380 animals at date of inspection which were believed to be suitable for issue as soon as it could be definitely determined that they were free from skin disease. With what facilities are available the horseshoeing appears to be well done. But the equipment is inadequate for the needs of the hospital. Manure and kitchen slops are being turned over to the French.

IV. The work which the personnel of this unit had done up to date of inspection with the available facilities would indicate that their efficiency was up to a high standard.

V. RECOMMENDATIONS:

1. That is hospital be supplied without delay with an operating table, salt, veterinary instruments, disinfectants, nose bags, brooms, brushes, shovels, and other necessary equipment for properly doing its work, and that in future when veterinary hospital units are ordered to a station to install a hospital that they be accompanied with necessary equipment for use in caring for animals and proper equipment for rendering reports and use in administration so that it may be reasonable to expect good service from them pending the time when their supplies can be asked for and furnished.

2. That if this hospital is to be maintained at its present location it be supplied with a proper dipping tank and sulphur chamber and also fencing materials in order that paddocks (corrals) may be constructed and used.

3. That a line officer who has had experience with mounted organizations be ordered for duty as commanding officer of this hospital.

4. That orders be given requiring that the personnel of this unit have a short drill for discipline and a short period of theoretical instruction covering the special subjects pertaining to their particular work, at least five days each week.
