" CUNDLIFFE, CUNCLIFFE, CONDLYFFE, CUNDIFF, -- Local, ' of Cundcliff' Now Cundcliff Hill, in the township of Billington, near Blackburn, Lanc. Cliff is undoubtedly the suffix; of topcliff. Robert de Cundeclif, or Cunteclif, Co. York, 1273 A."
I have a James Cundiff b. Tonghill, Lancashire, England, d. Wycoller Hall, Billing, Lancashire, England. The source is the LDS Ancestor File Number:1D1L-188. I have not proved this yet since I have yet to write the submitted for the source.
Gordon MacGregor has also researched this possibility. The following is from a reply to him.
I had researched the Wycoller Hall, Billing, Billington, And Tonghill. Wycoller Hall is According to _The Imperial Gazetteer of England and Whales_ (there was no title page with a date in the copy I looked at) lists "Billington is a sub-district in Blackburn parish and district, Lancashire. It comprises the township of Billington-Laugho and three other townships." See Billington, Lancashire.
This book did list Tonge as "a township and chapelry and a sub-district, in Bolton parish." There is another in Prestwich. Both of these are in the diocese of Manchester. There was no listing for Wycoller.
The Place Names of Lancashire, their origin and History_ (1911) lists Billinge existing from 1247 until 1422. This was list on one map about 30+ miles south west of Blackburn. Billington as early as 1208 and current spelling in 1259.
The New Lancashire Gazetteer_ (1830) lists "Wycollar s hamlet in the township of Trawden, Parish of Whalley, hundred of Blackburn, 3 miles E. S. E. from Colne. Wycollar Hall, belonging to the family of Cunliffe, is a stone edifice, built about the year 1560: the great hall exhibits a curious remnant of antiquity". Tong Hill as "a hamlet in the township of Tonge Pleasington, parish of Blackburn, 3 mile W. S. W. from Blackburn".
Billinge is " a Chapelry in the parish of Wigan, hundred of West Derby, 5 miles W. S. W. from Wigan." Billington is "a township in the parish of Blackburn, hundred of Blackburn, 5 1/2 miles N. N. E. from Blackburn, Inhabitants 922."
I also noticed that Wycoller is near the border to West Riding, Yorkshire. While the borders may have changed, I have not seen any proof of this. So the three prominent locations are in Lancashire and near each other. The names to look for are

In Salt lake City FHC I was able to look at several of the parish registers for the Cathedral Church of Manchester (1573-1653 There was more on this than I had time for), the Parish Church of Colne (1559-1653), the Parish of Whalley (1605 -1653), and the Parish Church of Blackburn (1600-1660). These books yielded over one hundred names. There were many different spellings! I found the following from these names:
