Tithe Applotment Records 1828

"The Tithe Applotment books were compiled between 1823 and 1837 in order to determine the amount which occupiers of agricultural holdings should pay in tithes to the Church of Ireland (the main Protestant church, and the church established by the state until 1871).

"The first column of numbers indicates the size of the occupier's holding; the second column is the amount of the tithe assessed. Land areas in Tithe Applotment Books are in units of A. R. P. or Acres, Rods and Perches. The arithmetic means 40 perches to a rod and 4 rods to an acre. Similarly land values are in pounds, shillings and pence; 12 pence to a shilling, 20 shillings to a pound.

A word about place names is in order. Some in the Tithe Applotment Books were slightly changed in the 1851 Townland list, but are recognizable. Some others are a total mystery

1831 Tithes Defaulters in Templeachally Parish in Combination with Kilmastulla Parish

Almost everyone involved in agriculture in Ireland was required to give 10 percent of their production to the local Church of Ireland minister, no matter what church they actually belonged to. The logistics of giving 1 calf and 100 bushels of wheat were pretty cumbersome, so in the early 1820's it was decided you could pay a monetary tithe and then in the late 1820's, it was mandated that you paid cash rather than produce. The land was valued and a tithe was assessed against the occupier, giving us the Tithe Applotment.
This was really unpopular and so a movement started to refuse to pay the tithe, i.e. default. TIpperary seems to have been a hot bed of dissent over this. The local vicar could try to enforce the tithe and seize cattle and crops, but these efforts were often met with violent resistance. Since this was how the vicar supported his family, many of them were in financial distress. Since the Church of Ireland was the Established Church, i.e. government supported, the clergy could petition Dublin for financial support.
They had to give a list of who in their parish wasn't paying - the lists for about 4 counties were discovered 10 years or so ago in the National Archives in Dublin under the title OPM - Other Papers Miscellaneous. There were over 9,000 names for County Tipperary. It gives you something to fill in the gap between the Title Applotment and the Valuations of the 1840's.
By the late 1830's, the government and Church of Ireland gave up on assessing the occupiers directly. The Tithe was assessed against the owner of the property, who probably raised the rent proportionately. The Tithe was eliminated when the Church was disestablished in the late 1860's.
