Camp 4th E. Tenn Cavalry, Near Nashville Tenn April 29, 1863.

His Excellency Andrew Johnson Mil Gov. Tenn. Governor: I have the honor to acknowledge the receipt and accept the commission of 1st Lieutenant and Quartermaster in 4th Regt East Tenn Cavalry. In presenting myself for muster in the mustering office declined to date back the muster from any time prior to that of my receiving the appointment from you. I have therefore to request that you represent my case to the War Department with a view to an order to date back my muster in to cover my time of service which will be the 23rd of August 1862. The case of the troops from East Tenn is so peculiar that I do not doubt obtaining such an order by your representation and influence. When the attempt was first made to raise this Regiment it was under the authority of General Morgan commanding at Cumberland Gap and it was not untill recently that this command was enable to leave the region in which we were serving and to put ourselves in communication with you to obtain commissions from the Executive of the State. Will you do me the favor to forward this letter to the Adjutant General of the Army endorsed with your remarks with a view to obtaining the order requested above. [unsigned draft of a letter from L. Maj. L. M. Blackman, 4th Tenn Cav, Louisville, KY, Sir: The stores designated in the invoice herewith inclosed were this day turned over to the Quartermasters Department for transportation to your address. On their delivery to you,, be pleased to forward duplicate receipts therefor to me at this Depot; otherwise, the stores will be charged against you upon my Certified Invoice.

Camp 4th Gen Cavalry, Edgefield Tenn, June 25rd 1865. Brig General W. D. Whipple, Chief of Staff D. Of C. General: I have the honor to request for the purpose of visiting my home in Monroe County East Tenessee to attend to important private business which requires my immediate attention. I have served as an officer two (2) terms six (6) months and have never had a leave of absence. I am General very respectfully your obdt sevt L. M. Blackman, Major 4th Tenn Cavalry.                                                                                           

Camp 4th Tenn Cavalry near Nashville Tenn June25th 1865. L. M. Blackman Maj. 4th Tenn Cav. Respectrully request that a leave of absence for twenty (20) days be granted him to Enable him to visit his home in Monroe Co. E. Tenn to attend to important Private Business. He was arrested at this place as a Deserter July 21/64. Please send him to his proper command as soon as practicable. Dear Sir I must request you to do me a favor by making an affidavit stating that to your personal knowledge first Lieutenant & Adj: Franklin Cameron had in his employment a servant who was not an enlisted man up to the time of his death. Said employment commencing with the date of his com: Pleas Major have the County Seal & Clerks certificat placed on said affidavit & send it to me by mail at Rutledge: Send a bill of the cost and I will foot it up by mail to your address. Send it as soon as you can and oblige your A. Cameron Rutleage

Cassville Mo. May 6, 1886

L. M. Blackman

Dear Sir: Your recd in course of mail and would have been answered sooner but I had to depend on others to write for me. We were sent to reinforce Burnside at Knoxville & Pushed Longstreet as far as Strawberry Plains when we were stopped . Then it was found that we were to fall back to Loudon and I applied for leave of absence to go home to look after a horse & some money that I had left with one Skrempshire who was about to go to Kentucky but the Major there in command of our regiment refused to approve on the ground that if he did so for one he would have to do so for all. Capt. James L. Dunnigan and Lieut Cudgington both told me to go on home and come back at Loudon and they would not report my absence if they could help it. I went and James L. Summitt and two or three others (I think Vernon and Reed) went at the same time. Summitt told me that the Captain told him that I was going & for him to go with me. The Captain went with me & passed me out of the line & Summitt overtook me about a mile out as well as I remember. We went on home and I rejoined the troops at Loudon as also did Summitt. I dont remember how long either of us stayed at home but dont think I stayed six weeks. As I remember I got back before Summitt. Both of us went to our duty regularly and neither had any idea that anything was wrong until the next pay day when we found our pay two months short. Summitt & I went to Lieut Cudington about it and he said he had been called on for a report & that against his will he had had to mark us absent without leave. The pay day was after we had gone through the Georgia Campaign & had fallen back to Nashville and had been in all the battles up to Atlanta & from then back to Nashville our last fight before the pay day being at Franklin. Cudington was mad about the reduction of pay & said the general had told him that all that were marked absent without leave & had returned to duty were restored & no notice would be taken of it & he didnt see what right they had to deduct two months pay. Neither Summitt nor myself were ever court martialed nor summoned to appear before a court martial. Our pay was simply withheld and what Cudington told us was all the explanation I ever got and I have never received pay yet. At the time the court martial sat at Marietta Summittt and myself were on detached service with Lieut Cudington at Loudon hunting up negroes for the service. I remember this distinctly for I had perferred charges against Capt Featherson of Co. >I and I believe I was detailed and sent with Cudington to be kept from appearing against him. This is about all I remember that I think of. If Summitt could refresh my memory or call my attention to circumstances that I do not thint of it is possible I could remember them.  Camp 4th E. Tenn Cavalry, Nashville Tenn. May 16th 1863.

Major. Louisville Ky. Sir. R. M. Edwards under authority of Gov. Andrew Johnson Mil. Gov. Of Tenn commenced recruiting the 4th East Tenn Cavalry at Cumberland Gap on the 28th day of July 1862. But little progres was made in recruiting as our communication with the country was cut off by the enemy. The 17th of Sept Cumberland Gap was Evacuated and this command then numbering about one hundred and twenty men accompanied Gen. Geo W. Morgan to Gallipolie Ohio November 17th. We arrived at Louisville Ky during our stay at that place four (4) companies were organized. We arrived at Nashville Ten the 25th January 1863. On the 10th of Febry following the fifth (5th Company was organized and on the 9th and 10th of February the five (5) companies were mustered into the U. S. Service by Capt Jno H. Young U. S. A. We have been subject to and under orders since the 17th day of Sept 1862, and have received no pay for our service. Our first muster for pay was made on the 28th day of Febry last under Capt M. Stephens. Again on the 30th of April we were mustered for pay under Col. A. C. Gillam of the 1st Mids Ten Inftry. An order from you authorizing the assistant paymaster at this place to pay us at the earliest practicable time will be regarded as a great favor by the officers & men of this command. Major Blackburn, Madisonville Tenn. Dear Sir: I am an applicant for the U. S. Marshallship for the Easter Division of Tennessee and would be pleased to enlist your services in the matter. Although I was not a soldier in the Federal army during the late war, I was in active sympathy with the Federal government and lost two brothers in the army who were members of your Regiment, viz Capt J. W. & B. H. Isbell. I sent five hundred dollars through the lines to my brother to aid him while raising his company and my feelings toward his comrades are a good deal like those of a brother. If I can get them all enlisted in my behalf, scattered as they are all over East Tennessee I know my chances to secure the place will be greatly enhanced. As to my present character and standing in the community politically, especially and morally and my qualifications for business generally I refer you to S. P. Hale W. F. Hudson, Esquire, Franklin Magill, David Lowry and Joe Callaway all of whom you are well acquainted with. I have the endoresement of the leading Republicans of this County. I have been a Justice of the Peace for this county about 8 years and served one term as county Surveyor, but have never heretofore asked for an office under the Federal Government. Will you please advocate my claims to Hons. L. C. Houk Alf. Taylor and H. Clay Evans and enlist other leading Republicans in my behalf, and particularly those of your old comrades who are in a position to help me. Please let me hear from you at an early day and oblige. Sir: A voucher having been filed in this office, in favor of Huram Evans, of Owsley County,KY, for one horse valued at $100, issued by you September 23, 1862, as Quartermaster of the 1st Regt E. Tenn Cav., and the Adjutant General U. S. A. Having reported that your name does not appear on the records of th 1st Tenn Cav on file at his office, but that you were mustered into service as Quartermaster of the 4th Tenn Cav., to date December 13, 1862, you are respectrully requested to inform the Quartermaster General of the circumstances under which, and by what authority, said property was taken. Remarks. 1st An enlisted mans receipt cannot be accepted in default of Lieut Watkins. d. Application--Removal of the Charge of Desertion

item 1

State of Tennessee, County of Monroe,ss . . . John Denton now a resident of Monroe County State of Tennessee . . . who was a private in Company D in the 11th Regiment of Tenn Cavalry . . . that he served faithfully until on or about September 1863 when without any intention of deserting he left the regiment under the following circumstances: he was detailed on recruiting service by Colonel Reuben Davis of his said regiment and given an authority approved by Genl Burnside to recruit men for his regiment in East Tennessee. That after receiving such authority, he proceeded to East Tennessee and recruited a considerable number of men for his regiiment, during the Fall of 1863, the winter of 1863-4 and during the balance of the year of 1864 occasionally reporting in person to his command. That in August 1864 he was captured by the Rebel, his recruiting papers taken from him, and he was hung, but rescued by a party of Union Home Guards, in time to save his life. That he remained in East Tennessee discharging his duties as a recruiting officer until his regiment was discharged in September 1865, and should have returned to his regiment and been discharged at the same time had he been advised as to the time of its discharge which he was not. That after he left his regiment as aforesaid, it was consolidated with the 9th Tenn Cavalry and being absent on the service indicated he was never identified with any company of the last organization

Near Nashville Tenn July 1863

I certify on honor that on or about the 16th of January 1863 at Louisville Ky the Camp Equipment enumerated below was destroyed under the following circumstances.

The command for which I was then acting quartermaster was ordered from Louisville Ky to Nashville Tenn. I was ordered to remain at Louisville and turn over the public property of the command. A very nearly [sic] snow fell on or about the date above writen in which broke, the tents not having been struck.

Stephens of Polk County Tennessee do solomnly swear in presence of Almight God that I will henceforth faithfully support, protect, and defend the Constitution of the United States and the Union of States thereunder and that I will, in like manner, abide by and faithfully support all acts of Congress passed during the existing rebellion with reference to slaves so long and so far as not repealed, modified or held void by Congress or by decision of the Supreme Court, and that I will, in like manner, abide by and faithfully support all proclamantions of the President made during the existing rebellion, having reference to slaves, so long and so far as not modified or declared void by the decision of the Supreme Court, so help me God.

Hale and made an oath on the Holy Evnagelists of Almighty God, in due form, that the annexed account amounting to [blank] . . . that his place of residence is Jonesboro, Tennessee , and that he is not indebted or accountable to the United States on account of bounties or premiums, pay, contingencies, arms, or accoutrements, ammunition, stores, clothig, camp equipage,medicine or medical instruments, hospital board, or any other account whatsoever; and that he has not been absent with or without leave, beyond the limits prescribed by existing laws, for any portion of the time charged for in this account. . . . Specification: That Sergeant William S. Smith Company F 1st Regiment Independent Vidette Cavalry was absent from his company without permission from proper authority from April 6 1864 to April 27 1864.

Charge 2nd Conduct prejudicial to good order and military discipline.

Specification - In this that said Sergeant William S. Smith (with others) left his company taking with him his arms horse and equipment to the damage of said horse and the demoralizing of the other members of his company. Kinsalan Company of the 4th Regiment of Tennessee Cavalry Vol aged 35 years, 5 feet 10 inches high Fair complexion, Blew eyes, Dark hair, and by profession a farmer; born in the State of Tennessee Blunt Co and enlisted at Lebinon Kentucky in the servis of the United States on the 10 day of January eighteen hundred and sixtey three, to serve for the period of three years, is hereby permitted to go to Cleveland in the County of Bradley State of Tennessee, he having received a Furlough from the [date blank] to [date blank] at which period he will rejoin his company or Regiment at Decator Alabamia or wherever it then may be or be considered a deserter. Proceedings of a Board of Survey convened at Nashville Tnn pursuant to the following order:

Head Quarers 4th Tenn Cavalry, Nashville, Tenn. Special Order No. 6

A Board of Survey to consist of Major L. M. Blackman, Capt T. H. Easly and Capt Wm S. Cates 4th Tenn Cavalry will convene tomorrow at 8 o'clock A. M. or as soon thereafter as practicable for the purpose of making an inventory of the public property for which Capt R. W Ragon Co. Head Quarters Post, Moorsville, Ala July 26, 1864

General Orders

No.7

In compliance with orders from Head Quarters District of Northern Alabama I hereby assume command of the Post and Camp of Moorsville.

The following rules are published for the government of the troops at this post.

I. No officer will permit a soldier under his command to take a Government horse from camp to ride on private business. Every soldier caught violating the orders from Department Head Quarters by fast riding will be arrested and punished.

II. Every soldier will be required to have the pass of the officer commanding his camp approved at these Headquarters before passing outside the picket lines.

III. Arms may be fired between the hours of 12 m and 1 p. m. when they may require it in all cases the men to be attended by a commissioned officer.

IV. After Extinguish Lights is sounded no disturbing noises in camp or loafing about the streets will be permitted.

V. Officers commanding camps of the different Detachments will see that this order is enforced.
