he may have worked for Bridge Railway? Description of occupation looks like Insp (Inspector) Br ( Bridge) R'way (Railway) although a millwright strictly speaking looks after mills. I have called Ernie Eagles but that is open for debate If you have trouble reading it you can save it as a .BMP file and paste it into MS Paint and reverse the image. That sometimes helps 

The jury is still out the first name.I think if you look closely the Wife is Anne - Children are James ,William and Henry.
With the first name to me it looks like it starts with E. However if the reproduction is bad (which it is to some extent) and half the letter is missing - well???? Name could be Enoch? Occupation of Frank/Ernie whatever could be Clothiers Assistant.
