RUGGLES, Charles Oscar, a successful general farmer and stockraiser who has won his present prosperity through his own efforts, is recognized as one of the representative men of Hancock Township.  He was born in Carthage Township, February 11, 1862, a son of Charles and Elizabeth (Watkins) Ruggles, natives of Lewis County, Ky., who came to Hancock County at an early day, buying a farm in Carthage Township upon which they lived until they died, he passing away in 1890.  He became a prominent man in his township and held a number of the local offices. The children born to him and his wife were as follows: Thomas, who lives in Scotland County, Mo.; William, who is deceased; Mary, who is Mrs. Alonzo Carter, of Clark County, Mo.; James, who is deceased; John, who lives in Carthage Township; Charles Oscar, whose name heads this review; Snowden, who lives in Kansas; Ellen, who is the widow of James Hackett of Carthage; Joseph, who lives in Kansas, and Walter and Sadie, both of whom are deceased.

After the death of his father, Charles Oscar Ruggles began working by the month for neighboring farmers, and was so engaged for ten years, when he bought 120 acres of land on section 16, Hancock Township.  This farm was improved, sixty acres being cleared and the balance in pasture, and here he has since resided, his care and skill greatly increasing the value of the land.

On May 4, 1893, Mr. Ruggles was united in marriage with Miss Nettie Anderson, born in Hancock Township, a daughter of William Norris and Susan (Timberman) Anderson, natives of Butler County, Ohio, who came to Hancock County in 1857, just after their marriage.  Mr. and Mrs. Ruggles, have one son, Burton, born October 25, 1894, who lives in Hancock Township. He married Vera Booz and they have one daughter, Nettie.  Mr. Ruggles is a Democrat, but has not held any offices.  He belongs to the Hancock County Mutual association.  An excellent farmer and good citizen, Mr. Ruggles is held in high esteem by his neighbors.

In Charles O. Ruggles' obituary, his mother was named as the former Elizabeth Walker.  In the Scofield biography of Charles' brother, John L. Ruggles, their mother was named as Elizabeth Matthews.  Death certificates for Linsey Thomas Ruggles and Mary E. Ruggles Carter show Watkins.

Nettie Anderson, also found as Genette and Jennetta, was the daughter of William Morris Anderson and Susan Timberman.

Nettie died in either 1935 or 1936: her tombstone is inscribed 1936, State of Illinois death records online show she died April 2, 1935.  Charles followed her in death on January 7, 1937.  Both were buried at Majorville Cemetery, Hancock County.

Charles and Nettie were the parents of:

i. Frank Burton Ruggles, born October 2, 1894 in Illinois.  On his WWI draft registration, Frank stated he was born in Carthage, Illinois; the above biograph and census records suggest he was born in Hancock Township.  He married Vernice Booz about 1915.  She was the daughter of John Logan Booz and Catherine Sennett.

Burton died sometime after January 7, 1937, Vernice died after April 1, 1930; burial locations undetermined.  They were the parents of two children, Kathryn J. "Kay" Ruggles (April 2, 1919 - January 12, 2004) and Charles L. Ruggles (August 19, 1920 - April 13, 1991).
 

ii. Unnamed child, born and died before June 1, 1900, based on the 1900 census entry for Nettie Ruggles, which stated she was the mother of two children, one living.
