Major General Patrick M. Higgins - Director, Joint Integrated
Air and Missile Defense Organization, J8
MG Patrick M. Higgins was born on 23 August 1958 in New York City,
New York. Following graduation from Hofstra University in 1980 he
was commissioned in the Infantry. MG Higgins served as a Platoon
Leader in the 1st Battalion, 23rdInfantry Regiment at Camp Hovey,
South Korea. Following this assignment, he served as Executive
Officer and Company Commander in Company B, 2nd Battalion, 325th
Airborne Infantry Regiment, 82nd Airborne Division. Additionally,
while assigned to the 82nd, he served as the 2nd Brigade S-3 Air,
and Assistant S-3. After attendance at the Infantry Officer’s
Advanced Course, and the Special Forces Qualification Course, he was
assigned as Detachment Commander, ODAs 573, 574, 584, and Battalion
S-4 for 3rd Battalion, 5th Special Forces Group (Airborne) at Fort
Bragg, NC. He then served as an Assignments Officer in Special
Forces Branch at PERSCOM in Washington, DC. Next, he Commanded
Company B, and then served as Battalion XO in 3rd Battalion, 5th
Special Forces Group (Airborne) at Fort Campbell, KY. Following this
assignment, he served as an Action Officer in the Special Operations
Division of the Operations Directorate, The Joint Staff, in the
Pentagon. In his next assignment he commanded 2nd Battalion, 5th
Special Forces Group (Airborne), at Fort Campbell, KY. Following
battalion command, he served as the Special Forces Branch Chief at
PERSCOM in Washington, DC. After attendance at the U.S. Army War
College, he assumed duties as the Operations Officer for US Special
Operations Command, Central (Airborne), at MacDill Air Force Base,
FL, where he participated in Operation IRAQI FREEDOM. MG Higgins
next commanded the 3rd Special Forces Group (Airborne) at Fort
Bragg, NC, where he participated in Operation ENDURING FREEDOM. MG
Higgins was then assigned to the US Joint Special Operations Command
(Airborne). Following his tour at US Joint Special Operations
Command MG Higgins was tasked with standing up and assuming command
of the nation’s newest Theater Special Operations Command - US
Special Operations Command - Africa (Airborne). MG Higgins was
assigned as the Commander of Joint Forces Special Operations
Component Command - Iraq under United States Forces - as part of
Operation IRAQI FREEDOM. Prior to his current assignment, MG
Higgins’ last command was Deputy Director for Requirements J8, Joint
Staff from Aug 2010 - Apr 2011.
MG Higgins’ awards and decorations include the Defense Superior
Service Medal (2 OLC), the Legion of Merit, the Bronze Star with V
device and OLC, the Purple Heart, theDefense Meritorious Service
Medal, the Meritorious Service Medal (5 OLC), the Joint Staff
Identification Badge, the second award of the Combat Infantryman’s
Badge, the Expert Infantryman’s Badge, the Special Forces Tab, the
Ranger Tab, the Master Parachutist Badge, the Military Freefall
Parachutist’s Badge, the Air Assault Badge, and several awards of
foreign parachutist badges.
MG Higgins’ family includes his wife, the former Susan Hauge from
Mitchell, SouthDakota, and his daughters Sarah, Emily, and Jessica

Station
- First Sergeant Michael R. Higgins is the Senior Enlisted Advisor
of the Salt Lake City Military Entrance Processing Station. -
First Sergeant Higgins enlisted in the United States Army in
February 1992, processing through the Knoxville Military Entrance
Processing Station. He completed basic training at Fort Benning, Ga.
His first duty assignment was to Fort Bragg, N.C., where he served
with 2nd Battalion, 504th Parachute Infantry Regiment, 82nd Airborne
Division, in multiple capacities to include Infantryman, Recon Team
Member, and Operations Noncommissioned Officer, and later with 82nd
Personnel Support Battalion, 82nd Airborne Division as Enlisted
Records Team Chief. He was then assigned to Schofield Barracks,
Hawaii, where he served with Headquarters and Headquarters
Detachment, 556th Personnel Support Battalion, 25th Infantry
Division, as a Personnel Support Noncommissioned Officer. He then
returned to Fort Bragg where he served with Headquarters and
Services Battery, 3rd Battalion, 319th Field Artillery Regiment,
82nd Airborne Division, as Senior Personnel Service Sergeant
and later, with Headquarters and Headquarters Company, 32nd Medical
Logistics Battalion, 44th Medical Command, as Senior Personnel
Services Sergeant. He then deployed to Baghram, Afghanistan, with
Task Force 44, 44th Medical Command, where he served as Senior
Personnel Services Sergeant. He redeployed to Fort Bragg and was
assigned to Headquarters and Headquarters Company, 44th Medical
Command, where he served as the Noncommissioned Officer in Charge,
Strength Management. He then deployed to Baghdad, Iraq, with 28th
Combat Support Hospital, 44th Medical Command, where he served as
Senior Personnel Services Sergeant. He redeployed to Fort Bragg
resuming his duties with his previous unit. He again deployed to
Baghdad, where he served with Headquarters and Headquarters Company,
44th Medical Command, as Chief Personnel Services Sergeant. He
redeployed to Fort Bragg where he served with his previous unit as
Chief Personnel Services Sergeant. He then served with Headquarters
and Headquarters Company, 4th Battalion, 78th Infantry Regiment as
Senior Personnel Services Sergeant, and later served with 311th
Combat Support and Combat Service Support Battalion, 189th Infantry
Brigade, as an Observer Controller Trainer also at Fort Bragg. He
then returned to Schofield Barracks where he served with
Headquarters and Headquarters Company, 3rd Brigade Combat Team, 25th
Infantry Division, as Senior Human Resources Sergeant. He then
deployed to Tikrit, Iraq, where he served with Headquarters and
Headquarters Company, 3rd Brigade Combat Team, 25th Infantry
Division, as senior Human Resources Sergeant. He redeployed to
Schofield Barracks resuming his duties with his previous unit.
His professional military education includes Infantry One Station
Unit Training, Airborne School, Personnel Specialist Course, Warrior
Leader Course, Advanced Leader Course, Battle Staff Course, Senior
Leader Course, First Sergeant Course. He has also earned a Bachelor
of Science Degree in Criminal Justice from Troy State University,
Troy, Ala.
First Sergeant Higgins’ military awards and decorations include two
Bronze Star Medals, two Meritorious Service Medals, seven Army
Commendation Medals, eight Army Achievement Medals and numerous unit
and service medals and ribbons. He has also earned the Combat Action
Badge, Expert Infantryman Badge, Parachutist Badge, and German Jump
Wings.

William J. Higgins, 87, died Sunday, March 16, 2008 inDenver, Colo.
Interment will be at Arlington National Cemetery in Washington, D.
C., after a private family service.
Mr. Higgins was born on March 25, 1920, in Wyoming, Pa. He entered
the U. S. Military Academy at West Point, N.Y., and was commissioned
second lieutenant infantry in February 1943.
In 1945, he married Lt. Gisella "Billie" Wenzler, physical
therapist, in Milwaukee, where they lived for 16 years before moving
to Crystal Lake, Ill., and then Columbia. His wife preceded him in
death in 1985.
During World War II, Mr. Higgins served in the armed forces,
participating in the Tunisian and Italian Campaigns from 1943 to
1945 as a platoon leader and company commander of "I" and "F"
Company, 133rd Infantry, 34th Division. He was twice awarded the
Army’s Distinguished Service Cross for actions at Cassino and Anzio, Italy,
plus the Bronze Star, two Purple Hearts, the Italian Cross of
Military Valor, five battle stars, Croix de Guerre with Palm and the
Brazilian Medal of Valor.
At retirement, Mr. Higgins was group vice president of the former
McGraw Edison Co. in Elgin, Ill. His responsibilities included
supervision of Thomas Edison Industries in West Orange, N. J.; the
Food Equipment Division in Algonquin, Ill.; the Fibre Products
Division in West Bend, Wis.; the Corporate Purchasing Department and
the Corporate Product Distribution Division in Columbia.
Mr. Higgins was a life member of the Association of Graduates, USMA.
He also was a member of Veterans of Foreign Wars Post 280, the
Country Club of Missouri and the National Legion of Valor.
Mr. Higgins is survived by four children, Toni Cohig and spouse Jim,
Thomas Higgins and spouse Linda, and Suzan Higgins, all of Denver,
and Michael Higgins and spouse Tracy of Crystal Lake; many
grandchildren and great-grandchildren; and longtime companion, Libby
Gill.
In lieu of flowers, contributions in his memory to the American
Diabetes Association would be welcomed.

AROOSTOOK WAR
Aroostook War, Feb. May, 1839, border conflict between the United States and Canada. In 1838, Maine and New
Brunswick both claimed territory left undetermined on the U.S.-Canadian border, including the valley of the
Aroostook River. Maine farmers were interested in the valley's farmlands, and when New Brunswick sent
Canadian lumbermen to do logging there, Maine authorities raised a force to eject them. New
Brunswick asked for British regular troops and full-scale fighting seemed imminent, but Gen. Winfield
Scott, who had been sent to the area with a small U.S. force, managed to reach an agreement (Mar., 1839) that
prevented trouble. The boundary was later settled by the Webster-Ashburton Treaty (1842).

...The explosions on September 12 occurred after the Dayton left Corpus Christi on a return trip with a
party of noncommissioned officers and enlisted men, among them Capt. George Hampton Crosman of the Sixth
Regiment of Infantry, who was in charge of the transportation effort and who carried money and a
letter of formal discharge from the contract. Near noon one of the boilers exploded off McGloin's Bluff.
Two officers, Lt. Benjamin A. Berry of South Carolina and Lt. Thaddeus Higgins of Pennsylvania, were killed
instantly. The second boiler exploded as the burning ship settled in the water before sinking. A small boat

Dayton were killed. Lt. Ulysses S. Grant had chosen at the last moment not to take the vessel, and wrote a
graphic account of the matter to his fianc�e, Julia Dent, on September 14 and October 10, 1845. Capt. E.
Kirby Smithqv also wrote of the incident to his wife on September 18, 1845. The bodies of the dead officers
and men were buried in a military cemetery northwest of camp. The burial ground, which commands a view of
Nueces and Corpus Christi bays, is now called Old Bayview Cemetery.

After graduation from high school in June 1967, Major General George A. Higgins enlisted in the United States Army and
underwent basic combat training at Sand Hill, Fort Benning, Georgia in the summer of 1967. In August 1967, he was assigned
to the United States Military Academy Preparatory School at Fort Belvior, Virginia, where he competed for an appointment to
the United States Military Academy. General Higgins entered West Point in July 1968 and graduated in June 1972,
commissioned a second lieutenant of Infantry.
General Higgins has served in command and staff positions throughout the
field Army in the United States and overseas. His command assignments
include: Company A, 3rd Battalion, 19th Infantry Regiment in the 24th
Infantry Division at Fort Stewart, Georgia (1976-77); 1st Battalion,
16th Infantry Regiment at Boblingen, Germany (1990-91); 1st Battalion, 5th
Infantry Regiment in the Republic of Korea (1991-92); and 1st Brigade, 4th Infantry Division at Fort Carson, Colorado
(1994-95).
Between command assignments, General Higgins has served in several operations, plans, and training staff assignments. These
assignments have included: Chief, G3 Plans and Exercises, 5th Infantry Division (1985-87); Executive Officer, 4th Battalion,
6th Infantry Regiment (1987-88); and S3 Operations Officer for 2nd Brigade, 5th Infantry Division (1988-89)�all at Fort
Polk, Louisiana. In addition, he has twice served as the G3 for Army units stationed overseas: from 1989-90 he served as the
G3, 1st Infantry Division (Forward) at Goppingen, Germany; and from 1992-93 as the G3, 2nd Infantry Division in the
Republic of Korea. Other assignments have included: Action Officer on the Joint Staff in Conventional War Plans Division, J7
(1996); Executive Officer to the Commander in Chief, United States Southern Command at Quarry Heights, Panama
(1996-97); and Executive Officer to the Supreme Allied Commander and Commander in Chief, United States European
Command at Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium (1997-99). In addition, General
Higgins has served as the Deputy Commanding General, III Corps and Fort Hood (2000-2002); and CJ-3, Combined Forces
Command/United States Forces Korea (2002-2004).
In addition to a Bachelor of Science degree from the United States Military Academy, General Higgins holds a Master of Arts
in Philosophy from the University of Virginia and a Master of Military Art and Science from the United States Army Command
and General Staff College at Fort Leavenworth, Kansas. He is a graduate of the Army War College (1993-94), School of
Advanced Military Studies (1985), Command and General Staff College (1984), Infantry Officer Advanced and Basic
Courses, and Airborne, Ranger, Pathfinder, and Jumpmaster Schools. He has also served at West Point as an Assistant
Professor of Philosophy and English (1980-83).
Among his military decorations are the Defense Distinguished Service Medal, Defense Superior Service Medal (1 Oak Leaf
Cluster), Legion of Merit (3 Oak Leaf Clusters), Bronze Star Medal, and the Meritorious Service Medal (2 Oak Leaf
Clusters).
General Higgins assumed his current duties as Commanding General, 2nd Infantry Division on 14 September 2004. Before
assuming these duties, he was assigned as the Assistant Chief of Staff, CJU-3, Combined Forces Command/United States
Forces Korea/United Nations Command at Yongsan Garrison, Republic of Korea.
Born in Frankfurt, Germany, General Higgins is married to the former Marilyn Ann Barrs of Branchville, South Carolina.
General and Mrs. Higgins have two sons: Jeff, who is an Infantry 1st Lieutenant assigned to the 101st Airborne Division (Air
Assault) at Fort Campbell, Kentucky; and Steve, who is a Junior in the Class of 2006 at West Point.

Mr. SASSER. Madam President, I rise today to pay tribute to Dr. Thomas G. Higgins. Dr. Higgins passed
away on September 17 (1993).
It is fair to say that Dr. Higgins devoted his entire career to the service of his country. Though he spent
many years in the U.S. Navy, even as a private citizen he worked ceaselessly to the benefit of the U.S.
Government.
Dr. Higgins served honorably in the Navy as an aviator. After earning his doctorate in logistics, he
designed the system which the Navy uses today to manage its operational support aircraft.
After leaving the Navy, however, Dr. Higgins continued to serve the Government in other capacities. While
operating a number of private concerns, Dr. Higgins gave selflessly of his time, energy, and expertise to
encourage other Government uses for the system he designed.
Let me be clear about one thing: Dr. Higgins had no proprietary interest in this system. He designed it
while in the Navy, and therefore it was Navy property. Dr. Higgins worked so hard, and gave so freely of
himself, simply because he believed that Government-wide use of his system was in the best
interest of the country.
Recent events have proven that Dr. Higgins' efforts were not in vain. Right now, all the military services
are working toward implementation of the latest generation of the Navy system. In addition, the
General Services Administration is developing a program based on the Navy system which any civilian
agency will be able to run on an ordinary personal computer.
Madam President, these events would not have been possible without the work of Dr. Higgins.
Dr. Higgins assisted me immeasurably in the course of my investigation of Government aircraft. I believe my
investigation has led to considerable improvement in the management of civilian aircraft--and the
information and expertise Dr. Higgins provided to me was truly a cornerstone in my investigation.
Dr. Higgins was a gentleman and a patriot. I believe it is fitting that he will rest in Arlington National
Cemetery, in the shadow of the Nation's Capital. Dr. Higgins has left us a legacy for which I am very
grateful, and we will always remember him with the deepest affection.

Mathw Higgins Private Soldier in the 64th Regiment of

Benet then tells of Patrick Higgins, the night
watchman of the Maryland bridge being shot, leaving a
bullet-crease in his scalp.33
Robert Penn Warren gives this account:34
The watchman who came to relieve Bill Williams met the
guard on the bridge, struck Captain Owen Brown, and
tore himself away from the men who seized him. "I
didn't know what 'Halt' mint [sic] then any more than
a hog knows about a holiday," once explained Patrick
Higginson. . . .
Warren got the names confused, because the man's name
was Patrick Higgins according to Villard35
and
duBois36
and it also was Oliver Brown whom Higgins struck. It was about this time that the B&O train was due in
Harpers Ferry. Higgins got away and warned the
train.37
The train arrived at the station known as the
Wager House38 and Brown's men shot the colored
porter.39

A Civil War Hero

One of Hannibal's unsung heroes of the Civil War is
Medal of Honor recipient Thomas H Higgins. His grave
in the Holy Family Cemetery, commonly still called St. Mary's Cemetery, is marked by a modest stone. He died
Aug. 16, 1917, at his home at 217 S. Fourth St.
His act of bravery has been described in numerous
books which tell the stories of Medal of Honor
recipients. This act of bravery occurred on May 22,
1863, in the siege of Vickburg on the Baldwin Ferry Road. The Union forces, specifically the 99th Illinois
Regiment, made an assault on a Confederate stronghold
occupied by the 2nd Texas regiment. The Confederates
repulsed the Union regiment by a volley of fire, from behind a protected bulwark. It was a Confederate
victory.
Suddenly, Confederate officer Charles I Evans
observed a lone Union soldier running toward the
Confederate breastworks bearing the United States
Flag. It was Thomas Higgins, color bearer of the Illinois 99th. He was advancing alone, as all of his
comrades lay dead or wounded on the battlefield.
Higgins did not falter in his advance although directly in the line of fire. Miraculously he
escaped being hit.
Confederate officer Evans gave an order for the men to stop firing. The firing stopped and Evans, who felt
that anyone that brave should be spared, took the flag
from Higgins and took him prisoner, as was his duty. Higgins was a prisoner until he was released in August
1863 in a prisoner exchange after the fall of
Vicksburg. He returned to duty and served until 1865
when he was discharged.
An unusual fact about Higgins receiving the Medal of Honor was that he was recommended for it by
Confederate officer Evans.
Since Higgins was a Union soldier this was most unusual.
Evans and Higgins exchanged correspondence, maintaining a friendship after the Civil War ended.
Years passed and Evans learned that the medal had
never been awarded to Higgins due to an unexplainable
delay. Evans requested that the medal be sent to
Higgins. Letters from officers and members of the Illinois 99th were secured, as well as from Texas men
who witnessed the event.
Higgins received the Medal of honor on April 5, 1898.
In his personal correspondence Higgins always insisted
that his act was not remarkable. He wrote, "the medal
was a recognition of an act which I thought at the
time was simply a soldiers duty. He related that his
commanding officer had instructed his men to proceed until they reached the enemy's breastworks.
Another particular of the case which is of special
interest to Hannibal readers occurred during the
Hannibal Street Fair on Oct. 14, 1898. A comrade who
had served in battle with him, Michael Lane, came from Illinois to see the medal and congratulate Higgins.
Higgins had proudly fastened the medal to his jacket. The two men started walking from the riverfront to the
post office at Sixth and Broadway, as Higgins wanted
Lane to meet his son who was a postal employee. After walking some distance they noticed that the medal was
not on Higgins' jacket but had fallen off somewhere
between the riverfront and the post office.
They retraced their steps, but a rain earlier that day
had caused many parts of the path they had followed to
become muddy. Horse and wagon traffic had been heavy
that day due to the fair. Other sympathetic friends joined in the search but to no avail. They were
certain it had become mired down in the mud, or picked
up by someone not realizing its value. The next day
an advertisement was placed in the local newspaper, "Lost and Found" column, but it elicited no response.
Hannibal Postmaster Charles M Alger, brother of the
U.S. Secretary of War Alger, headed up an effort to
secure a duplicate medal. Letters were again secured
from comrades and officers of the Illinois 99th, from Evans, and from local character references who had
known Higgins many years.
Consequently, in July 1899, another Medal of Honor was
sent to Higgins. The Medal of Honor is often called
the Congressional Medal of Honor because the
recognition was created during the Civil War in 1862, by Congress. The recipients joined an organization,
later formed, called the Congressional Medal of Honor
Society, but the medal itself is properly called "Medal of Honor.� Its design has been changed several
times throughout the years.
Thomas H. Higgins was born in
Canada, but he came to
Hannibal in 1854. He worked at the trade of
shoe-maker, or cobbler. In those days before shoe
factories, all shoes were hand made. In 1856 he married Mary Sullivan. They had four children. Mary
Sullivan died in 1905.
Although he was a Hannibal resident, he enlisted in
Barry, Ill. In the early days of the war, if Hannibal
men wished to enlist in the Union forces, they went to
Illinois, usually Quincy or Barry.
The writers of this story have obtained from the U. S. National Archives and other sources, copies of all of
Higgins service records, family records, and correspondence about the incidents related above.
These papers and records have been placed in the
"vertical file" of the Hannibal Public Library for
study.
It is fitting that on this Memorial Day that recognition and appreciation for one of Hannibal's
Medal of Honor recipients be included among the other brave men from the area who have served in more recent
wars.
