Source: A Portrait and Biographical Record of Allen and Van Wert
Counties, Ohio Published in Chicago by A,W. Bowen Inc. 1896
Hon. James F. Higgins, Mayor of Van Wert, Ohio, is a son of Ralph
P. and Laura M. (Doup) Higgins, and was born in Shelby County,
Ohio, August 31,1850. Ralph P. was born in Hamilton County, Ohio,
December28, 1823,while his wife was born in Frederick County, Maryland. They were married in Shelby
County, in 1852,lived on a farm until 1873,and then moved to Piqua,
Miami County, where Mr. Higgins is passing his declining years in
retirement. They had born to their marriage three children, in the following order:
William H., deceased; Edward D., of Denver, Colorado and James
F., whose name opens this paragraph. The father is, as well as his
wife, are members of the Methodist Episcopal Church; in politics he is a
Republican, is Trustee of his township and for many years was Justice of the
Peace; he has been very successful in life, still owns two farms,
aggregating 260 acres in Shelby County, Ohio, and has always been
regarded, wherever he has lived, as an upright and intelligent gentleman. Mayor
James F. Higgins was reared on the home farm in Shelby County,
Ohio, until thirteen years of age, when, in 1873,he was taken by his family to Miami
County, and finished his schooling at Piqua, after which he resided with his Uncle, E.R. Doup, in Brooklyn, New
York, and for two years remained with said uncle, and in 1879,came to Van
Wert, Ohio, in the capacity of buyer and shipper for the same gentleman,
which position he held until 1885,when, in connection with his brother, William
Higgins, then a resident, of New York City, he established the firm of
Higgins Bro., lumber merchants, which continued in the trade until the
decease of William, in 1891. In 1894, James F. Higgins, was elected Mayor of Van
Wert by the Republican Party, with whom he stands high in favor, as he
does, indeed, with the public in general ,and took possession of his office April 13,of
the same year. His marriage took place in Covington, Kentucky, to Miss Lulu E.
Brown, a native of Memphis, Shelby County, Tennessee, and a daughter of
Orlando and Josephine Brown, now deceased, and this union has been
gladdened by the birth of one child, Ralph Pendry, Jr Mr. and Mrs. Higgins are members of the Methodist
Episcopal Church and paternally he is a Knight of Pythias, whose ranks his fine appearance and manly
proportions greatly adorn. In all his attributes of manhood and useful citizenship stands
conspicuous among his fellows, and few men in Van Wert County have as wide and varied
acquaintance as he, or have made a strong impression on the public mind.
In his early youth formed a determined purpose to succeed, and his position
socially, and his standing in the business world, are proofs that so far in life this purpose has
been fully realized; and ,judging by the past it is safe to predict for him a future of still greater
honor and usefulness. He is a man of positive convictions, firm in his adherence to what he considers
the right, and in the performance of his official functions has proved a most careful and impartial
public servant. Mr. Higgins is characterized by a strong and vigorous
personality, is dignified in bearing, and impresses all with whom he comes in
contact as a typical representative of the sturdy and intelligent manhood for which the great Commonwealth
of Ohio has been noted.

RELIC OF CIVIL WAR
R J Higgins of Coal Grove, recently came into possession of the sword of Capt.
Wm Smith, who was shot in a battle in the Shanendoah valley, four miles from Winchester. At the time Capt. Smith was shot Mr. Higgins, who was color bearer of his company, had his cap knocked off by the sword of Capt. Smith as he fell. The ball entered the head just above the ear. As it was known to be a mortal wound, Levi Jacks was detailed to take Capt. Smith home. He died at Parkersburg enroute to his home and his body was sent on to his home at Aid Ohio. He was about 35 years of age at the time of his death. The sword came into the possession of James Jenkins, a brother-in-law of Capt. Smith, who turned it over to Mr. Higgins because of his intimate associations with him just prior to his death.
Capt. Smith was a son of Arch Smith, a resident of Aid Township, Lawrence county, Ohio. It will be remembered that Capt.
Uriah Payne and Capt. Smith recruited Company H, of the Ninth W. Va. Infantry in 1861 and was stationed at
Guyandotte, W. Va. and was captured in October 1861. Capt. Smith had gone home the day before the battle and was not captured and as Capt. Payne was captured, Capt. Smith, then a Lieutenant, the command of the company fell to him and was commanded by him until his death. The company numbered about thirty-five men the morning Capt. Smith was killed. Rube Shattuck and Ed. Brown were also killed. In forty years, the number has gone down from fifty-three to a very few. The names of the ones living are Sergeant
R. J. Higgins, Sergeant Amos Lambert, Joseph Fitzer, E. Woods, William Hankins, John Willis, L. Massie, Gains Massie, M. A. Smith, brother of Capt. Smith, Abner Anderson, David Gossett, George Faultner James Darling and James Craig.

Thomas W Higgins
b. 18 June 1825
s/o John Higgins & Parnelle Ashley
Higgins,
Thomas W. Lawyer was born Jun
18, 1825. He is the second son of four children, the issue of John
Higgins and Parnelle Ashley. His father was a native of
Vermont an agriculturist and lawyer who settled in Knox county, Ohio in
1810. Here he accumulated considerable property was prominently identified
with public enterprises and died March 1, 1874. The mother of our
subject was born in New Hampshire and died in 1831 while Thomas was but
six years of age. Deprived so early in life of a mother's tender care.
it would not have been a surprising if he had grown up with a less
vigorous moral constitution. Happily the wise guidance of the father
gave bent and force to his good inclinations and fitted him for a useful
part in life. Until his seventeenth year he alternated between the farm
in the summer and the district school in the winter. He did not confine
himself to the restricted curriculum of the country school, but extended
his course of reading to works of a higher order. In 1845 he entered
Oberlin College where for several years he applied himself industriously
to the classic and general literature. During his collegiate course, he
taught school for one term. In 1850 he went to the law school at Balston
Spa, New York and was subsequently admitted to the bar at Albany
NY
