"A Melungeon"?

~ "NOTE: W.A. Plecker, acting as Virginia's first
Registrar of Vital Statistics, was determined to "mark"
all Melungeons and other mixed-ancestry people as not-white.
Opposition was 'futile' as can be seen in the letter
below, a transcribed copy of a 1929 letter that Plecker
sent to a Mr. Adcock in Amherst, Virginia. Plecker was,
as a rule, very formal in his correspondence but note
that below, he uses this man's first name in the
salutation--of course, it's slightly better than calling
him 'boy' but... I have also made photo-images of
this document:"
