Notice the box camera the woman in the foreground centre is holding. From what I've learned, it is likely one of the earliest "portable" cameras, fairly inexpensive and simple to operate. They were made for the consumer market. This may have been the type that came already loaded with film. When the pictures were taken, camera and all were returned so the film could be developed and printed and the camera reloaded.
