On July 3, 1780, William was impeached before the General Assembly of Rhode Island for "obstructing the recruiting service"
during the time that the Six Months Continental Battalion was being raised. William was fined the cost of providing one
abled-bodied recruit for this battalion (Bartlett, "Records of the State of Rhode Island," Vol. 9, pp. 132-133). William
served on the Rhode Island State Convention in 1790 for deciding on the new constitution of the United States. He attended
the first meeting held at South Kingstown on Monday March 6, 1790. He also voted against adopting the U.S. Constitution at
the meeting held at Newport on May 29, 1790. The U.S. Constitution was adopted by Rhode Island at this meeting; Rhode Island
was the last of the original 13 colonies to approve of the U.S. Constitution (William R. Staples, "Rhode Island in the
Continental Congress, with the Journal of the Convention that Adopted the Constitution, 1765 - 1790," 1870, pages 641, 659,
660, 673).

William's will was proved on March 12, 1814 in West Greenwich. For a transcription of the will, click here .
