William Bell Livingston was born November 17, 1823 in Indiana County, Pennsylvania to Henry Livingston (1772-1858) and Nancy Bell Morton (1786-1857). William Bell was one of six children, having two sisters and three brothers. His sisters were Margaret and Jane. His brothers were Henry, James, and David Ralston.

On March 2, 1848, when he was 24 years old, he married Mary Kunkle in Pennsylvania. Mary was born January 5, 1829 in Indiana County, Pennsylvania. There were ten children born to this union: Rachel Ann in 1848, Catherine Jane in 1850, Henry in 1852, Lena in 1854, Lorenzo Dow in 1856, David in 1858, Samuel in 1860, Ella in 1863, Margaret in 1866, and William in 1872.

After being married almost 16 years, William Bell enlisted into the Union Army. He entered into service February, 1864 as a Private in Company B of the 60th Ohio Volunteer Infantry for a period of three years. His brother, James, was also serving with Company B of the 60th Ohio Volunteer Infantry at the time. Later, on June 22, 1864, William Bell was wounded in action near Petersburg, Virginia. He was then transferred to the Veteran Reserve Corps on January 17, 1865.

William Bell Livingston was preceded in death by his wife, Mary. She died November 15, 1900 in Maize, Sedgwick County, Kansas. She was buried in Buckeye Cemetery in Kansas. William Bell died December 9, 1911 in Ellsworth, Kansas at the age of 88.
