                                  Washington, Tuesday, Oct. 4.
    The President is in good health and buoyant spirits. He believes that the efforts making to disorganize the Democratic party, and embarrass the Administration, will signally fail.
    The rumored appointment of CUSHING, Commissioner to China, is believed to be unfounded.
    New-York matters will here remain in statu quo until the return of Secretary MARCY, who may be here sooner than was expected.
    We have nothing from the Georgia election.
    The opinion gains credence, that Mr. Rives, of the Globe, will establish a daily newspaper here, on a most imposing scale.
    Dr. REILY is being strongly urged for the St. Louis Postmaster. The Missourians here represent him as an honorable, popular and capable man. Should "Old Bullion" and FRANCIS P. BLAIR agree to surrender their favorite Mr. FOWLER, and unite in support of REILY, he will probably be selected. Judge BOWLIN is still urging COLBUBN, Anti-BENTON, for the same office.
    The Secretary of the Navy left for the North today, accompanied by Captain McGRUDER on a tour of inspection. Secretary DAVIS is Secretary of the Navy ad interim.
    Col. WYNKOOP, United States Marshal for Pennsylvania, has written to the Secretary of the Interior, informing him that three of his deputies, [Jenkins, Miller and George Wynkoop-chw], charged with executing a warrant issued by Judge GRIER, of the Supreme Court of the United States, upon the fugitive slave named WILLIAM THOMAS, claimed as the property of ISHAM KEITH, of Virginia, had been arrested by the State authorities, for violation of the State laws. Marshal WYNKOOP requests authority to employ counsel and defray expenses in the defence of his deputies. The Secretary promptly responded, investing Marshal WYNKOOP with full authority.
    Several invitations were received here to attend an entertainment in honor of "Young Rapid" SAUNDERS.                            Mc.
