    General Sheridan's sharp criticism of Indian agencies has not unnaturally annoyed Agent Wynkoop, who does not attempt to conceal his feeling toward Sheridan and other officers. Wynkoop has resigned his office and takes occasion to say that Custar's late battle was simply a massacre of Black Kettle and his men, who were friendly to the whites, that the Government has employed in the field Ute and Osage Indians, who will murder their enemies without distinction of age, sex, or circumstance, and that the policy now executing against the red men is cruel and brutal. It is well to accept Wynkoop's assertions with caution.
