    Portsmouth, Va., Dec. 19 (AP).--Three key officers of the Norfolk Navy Yard have received orders directing their detachment and transfer to higher posts at shore stations within the continental United States.
    Rear Admiral Albert M. Penn, manager of the yard for the last 15 months, will leave shortly after January 1 to report to the office of the Secretary of the Navy for duty. He will be relieved by Capt. Lisle Francis Small, Bureau of Ships, Navy Department.
    Capt. Webster M. Thompson, production officer of the yard for more than four years, assumes a higher post in another navy yard. He will be relieved by Capt. Thomas Pilmore Wynhoop, [sic] jr., USN, Bureau of Ships, Navy Department.
    Capt. William D. Brereton, captain of the yard for 14 months, has been assigned duty as commanding officer of the receiving station, New York. Capt. Horace D. Clarke, presently on duty in the continental United States, will come here to relieve Captain Brereton, who reports to his new post tomorrow.
