New Indian "Policy."

    NEW INDIAN "POLICY."--Maj. Ed. W. Wynkoop, of the late 1st Col. Cav., was in Lawrence, Kansas, some ten days since, en route to Fort Zarah, to enter upon a new Indian mission. All we know of the matter we gather from the Philadelphia Press. It says:
    "Maj. E. W. Wynkoop, a well known cavalry officer, who has done much service on our western plains, and who has recently become prominent through his antagonistic stand with reference to the massacre of Cheyenne Indians by Col. Chivington, Sand creek, has been detailed by the Secretary of War, on special duty with the department of the Interior. He leaves for the plains in a few days, for the purpose of taking command of a column of troops, and entering the Indian country with a view of collecting together the scattered bands of the several nations who have lately made peace with the Government, at the treaty at the mouth of the Little Arkansas. Maj. Wynkoop has also been appointed a special United States Indian Agent, and is entrusted with authority to settle our late Indian difficulties. The Major has been retained in the service of the United States, and assigned to this important duty, through a knowledge of his long experience among the Indians, and at the earnest solicitations of the friendly tribes."
