It Seems Almost Certain.

    It seems almost certain that Congress will pass a bill transferring Indian affairs to a new Bureau, to be known as the Indian Bureau, but it will be coupled with a provision that in case of war, Indian tribes shall be turned over to the War Department. This will probably be better than the old system, but will be far from what is wanted, or the necessities of the case demand. Indian sympathizers like Wynkoop will get possession of the offices, and as long as there are any white people left to be killed or money and goods to be disbursed, they will be unable to see that war does exist or that there are any warlike Indians. The principal advantage to be gained will consist in the fact that present incumbents will be turned out of office and there may be a chance that honest men will get the new offices to be created.
