Maj. Wynkoop's Mission Successful--Travel Across the Plains Considered Safe.


                                        St. Louis, Monday, March 12.
    A letter dated at the camps of the Arrapahoe and Cheyenne Indians on Bluff Creek, south of the Arkansas River, March 2, says: Maj. WYNKOOP'S mission to the hostile Indians has been entirely successful. He has removed them all below the Arkansas River and got an agreement from their chiefs and head men to abide by the treaty made at the mouth of the little Arkansas last October, which secures the safety of travel across the plains.
