IMPORTANT ARREST.--On Wednesday A. M. at Philadelphia, the steamer M. Sandford, was stopped, while leaving that city for New York, by U. S. Marshall Wynkoop, who proceeded on board and arrested five men, charged with enlisting recruits for a foreign service, with which the United States is now at peace.
