Crash Kills Turkish Aide

    A 53 year-old administrative officer in the commercial section of the Turkish Embassy here was killed Sunday in a head-on collision of two cars on the Capital Beltway just south of the Rte. 7 exit.
    Fairfax County police identified the victim as Kemal O. Kuntay, of 113 N. Wayne St., Arlington, who died at Fairfax Hospital 2� hours after the 5:30 p.m. accident.
    They said Kuntay was traveling north on the Beltway when his car veered across the median and smashed head-on into a southbound car driven by Robert F. Wynkoop, 37, of 7705 McGarity Rd., Fairfax County.
    Wynkoop, his wife and a daughter were treated for minor injuries at the hospital.
