ONTARIO, April 15.--Working under a San Bernardino County program, 40 W.P.A. employees will open a $14,935 bridge construction program here Monday.
    According to Ernest Wynkoop, engineer, the program includes a bridge over Cucamonga Creek, on Fourth St. and the raising and lengthening of the G St. span over the same stream.
