A charge of statutory rape, placed against Norman Leo Wynkoop, 35, a stonemason who lives at 2671 S. Nash st., Arlington, was nolle prossed by Commonwealth's Attorney William J. Hassan in Arlington Circuit Court yesterday. Wynkoop was charged last month with attacking his 11-year-old daughter. His wife told the court yesterday she had questioned the girl and had determined the story was "made up."
