Brigadier Gen. Wynkoop.--Our fellow citizen, Major General George C. Wynkoop, has been taken by surprise, by his appointment of one of the four Brigadier Generals of the State, under the new military law. He had been an applicant for the office of Adjutant-General of the State, and when his appointment was announced, it was supposed that he had been appointed Adjutant-General, and word was so telegraphed here by his friends at Harrisburg. This appointment of course supercedes General Reifsnyder in the command of our Brigade, while in the service of the country, which the General exceedingly regrets, as he was ready and anxious to enter the field in command of his Brigade.
