LOCAL AFFAIRS

Point to rightBrigadier Gen. Wynkoop.--Our fellow citizen, Major General George C. Wynkoop, has been taken by surprise, by his appointment of one of the four Brigadier Generals of the State, under the new military law. He had been an applicant for the office of Adjutant-General of the State, and when his appointment was announced, it was supposed that he had been appointed Adjutant-General, and word was so telegraphed here by his friends at Harrisburg. This appointment of course supercedes General Reifsnyder in the command of our Brigade, while in the service of the country, which the General exceedingly regrets, as he was ready and anxious to enter the field in command of his Brigade.
Gen. Wynkoop was warmly congratulated by his numerous friends, on his return from Harrisburg, on Wednesday evening last. He is every inch a soldier, and one of the most enthusiastic officers in the County. On Thursday he received a despatch ordering him to proceed forthwith to Washington for duty.
