A 35-year-old Arlington stonemason was charged yesterday with statutory rape of his 11-year-old daughter on the complaint of his wife.
    Juvenile officers said Norman Leo Wynkoop, 2671 S. Nash st., was jailed without bond pending a hearing in juvenile court today at 9:30 a. m. They said his wife notified police after the little girl reported yesterday she was attacked by her father Monday night.
