SAN BERNARDINO, May 29. Crews working on the $1,500,000 El Rincon State prison project at Chino will be increased during the next six months from 300 to 1000 men, Ernest Wynkoop, W.P.A. engineer, has announced here.
    At the same time, Wynkoop said State officials have promised that additional projects totaling nearly $2,500,000 for building other units of the Southland penal institution soon will be submitted to the Federal agency.
    Under the present appropriation, crews have prepared ditches for installing water and sewer lines, have started digging a large reservoir and have started construction of the prison administration building.
