PHILADELPHIA, May 5.--George C. Wynkoop, reading clerk of the New Jersey State senate, was arrested at Gloucester, N. J., to-day charged with cowhiding Alderman Harvey. He charged that the latter had slandered his sister. Harvey was badly beaten and afterwards tried to shoot Wynkoop, but was prevented.
