    Hagerstown, Md., July 9.--Dewey Rowland Downsville, charged with manslaughter in connection with the death of Wyncoop Shipley, waived a hearing today before Justice Richard Duffey and gave $1,000 bail for grand jury action. Shipley's neck was broken when the automobile in which he was riding and which was driven by Rowland, collided with a pole. Rowland will be tried July 18 on a charge of driving the car while intoxicated.
