Indian Troubles--War Again.

    SAN FRANCISCO, 21.--Reports from Ft. Larned, on the Arkansas river say, that twelve or fifteen hundred Indians have congregated there to receive annuities. Col. Wynkoop withheld their arms and ammunition on account of recent depredations of the Cheyennes. The Indians became enraged and declared they would fight them, and were ready for war again. The meeting broke up in great confusion. The same evening the Kiowas attacked a train and robbed the supplies of provisions.
    Gen. Sully arrived from Fort Harker with six hundred cavalry. He told the Indians he preferred peace, but he was ready for war. This awed the Indians somewhat, but they are still sullen and discontented.
    Wynkoop deprecates the course pursued by the government, and says the Indians of this agency are peaceably inclined, but hostilities are likely to break out at any time.
