_____
FORT LYON, C. T., July 18, 1864.
At a meeting held at Fort Lyon, C. T., July 18th, 1864, of a portion of the First Cavalry of Colorado, consisting of Companies "B," "D," "E," "G," and "K," for the purpose of nominating and electing, delegates to the Convention to assemble at Denver City, C. T., August 2d, 1864, Major E. W. Wyncoop, commanding the post of Fort Lyon, arose, and stated that he had called the men together for the purpose of acquainting them with their rights and privileges, so far as regarded a representation in the Convention aforesaid; and proposed that three delegates be elected, consisting of two enlisted men and one officer; desiring the men to nominate and elect, if they acquiesced in his proposal. The proposal was received without a dissenting voice, and the name of surgeon J. F. Hamilton placed in nomination as one of the delegates; when, on motion of Major S. J. Anthony, the meeting was regularly organized, by electing Major E. W. Wynkoop chairman, and private George C. Caryl, Co. "G," 1st Cav. of Col. Secretary.
A motion was then made, that before the proposition of Major Wynkoop go into effect, that it be amended by allowing each Company to select one delegate to represent said Company, which amendment was received and carried.
On motion of Capt. S. M. Robbins, 1st Cav. of Col., it was Resolved, that the delegates from each company, in case they should not all be present at the Convention, delegate the power to some individual who may be present to cast their vote for them.
Considerable excitement having ensued over the above mentioned resolution, there being an almost equal number opposed to and in favor of the same, the meeting adjourned.
GEORGE C. CARYL,
Co. "G," 1st Cav. of Col.,
Secretary.
