Hagerstown, Md., July 6.--A warrant charging manslaughter was issued today for Dewey Rowland, of Downsville, driver of the automobile that collided with a pole Sunday night, resulting in the instant death of Wyncoop Shipley, who was riding in the machine with Rowland.
    A coroner's jury last night held that Rowland was driving the car while intoxicated.
