Enforcing the Anti-Chinese Law.

    NEW YORK, Aug. 1.--The steamer Niagara, which arrived from Havana yesterday, brought among its passengers twelve Chinamen. The steamer firm has notified its Havana agent not to book any more Chinese passengers, for, so far as they can see, there is no possibility of evading the law. A custom house instruction has been issued respecting the enforcement of the law. The law requires a certificate to be secured in order to enable Chinese who were in the country within ninety days after its passage, and who wish to go abroad, to return if they desire to do so. These provisions are now being enforced. Only eleven return certificates, however, have been issued at the port of New York. The prohibition of all entry of Chinese laborers into the country was not to go into effect until after ninety days after the Chinese bill became a law. The bill was passed on May 6th, and the custom house authorities hold that they have no occasion to enforce it until Aug. 5th. The matter is in the hands of deputy Wynkoop, of the navigation division. All violations of the law which may occur will be reported to the division of fines, penalties and forfeitures, where cases will be prepared for the action of the district attorney.

Notes:

    "Deputy Wynkoop," mentioned in the above article, is Richard Wynkoop, family historian and author of Wynkoop Genealogy in the United States of America.

    Richard went on to have problems with Chinese immigrants as late as June, 1884, when one of them, Pam Kin, arrived in New York and was not permitted to land. Later that month he, now referred to as Pun Kin, stole ashore and eluded Deputy Collector Richard Wynkoop.

    Enforcing bad laws made a Customs Inspector's life extremely difficult.
