From Washington.

    Washington, September 23.--Head Quarters Department of Tennessee are transferred from Nashville to Louisville. Secretary Seward is much improved, and has visited the White House. George W. Dent(?), of California, has been appointed Superintendent of Indian Affairs for Arizona, and E. W. Wynkoop of Colorado agent for the Arapahoes, Cheyennes and Apaches.
    There is no truth in the statement that the payment of bounties paid by the last Congress has been stopped; on the contrary, the Secretary of War, in a letter, states, that he instructed the Paymaster General to continue paying at once. The Treasury Department is prepared to furnish, on demand, any amount that may be required.
